In a bowl, mix the sesame oil, brown sugar, fish sauce, soy sauce and garlic with 3 tbsp water and set aside.
Brush the grill pan with oil and heat under a medium-high heat. Season the meat strips and cook for 2-3 minutes; if using steak, cook for 2-3 minutes on each side. Remove the meat and set aside.
Divide the carrot and cucumber among four plates. Arrange the meat strips or steak sliced into thin strips on top. Add the dressing, followed by the chopped coriander and sliced chilli. Garnish with mint and coriander and serve. Noodles are the ideal accompaniment.
